LCDR Arnold H. "Bud" Brogan, USN retired, 89, veteran of World War II and Korea, died June 8 in Fredericksburg, VA after a prolonged illness.

LCDR Brogan served in the US Navy for 25 years, beginning as an enlisted man in 1940 and retiring as a Lieutenant Commander in 1965. His first assignment as an enlisted man was aboard the USS McDougal (DD358). From 1942 to 1943, he served aboard the USS San Diego (CL53) one of the most decorated ships of World War II. While onboard he participated in many engagements in the Solomon Islands campaign including at Guadacanal, Bougainville, and New Georgia. He left the USS San Diego late in 1943 to participate in the Navy V12 program, receiving his commission as an Ensign in 1945. As an officer, he served onboard the USS Monterey (CVL26), USS Manchester (CL83), USS Rochester (CA124), USS Washington (BB56), and USS Kearsarge (CV33). He also served as Executive Officer on the USS Cross (DE448) and as Commanding Officer on the USS Skywatcher (AGR3). He was honored as a plank owner on both the USS San Diego and the USS Kearsarge.

In addition to his sea duty, LCDR Brogan attended midshipman school at Columbia University, Communications School at Harvard University and graduated from Naval Postgraduate School in August 1961. He earned a Bachelor of Science degree in Engineering with graduate studies in metallurgy, nuclear physics and nuclear propulsion.

Prior to retirement in 1965, LCDR Brogan served as the Chief of the Systems Engineering Office and Value Engineer for a Defense Supply Agency project. This project designed and implemented the Defense Contract Reduction Program. He was instrumental in the establishment of a complete technical data library and in the development of positive management controls for all phases of the Department of Defense Cost Reduction Program. He received the Department of Defense Meritorious Service Award in April 1965 for his work on this project.

After retiring from the Navy in 1965 he worked for General Electric as the Manager of Cost Reduction and Value Engineering. LCDR Brogan�s time with GE included work as a value engineer at the Mississippi Test Facility in preparation for the Apollo 13 mission to the moon. Later he served as Director of Value Management, Office of Management and Program Analysis for the Federal Supply Service of General Services Administration. He retired from GSA in 1985 and continued work as a consultant for companies seeking to sell products to the federal government. LCDR Brogan also taught Value Engineering courses at Catholic University.
LCDR Brogan was a past president of the Society of American Value Engineers, a member of the Executive Board of the Exchange Club of Washington, D.C., and was also a member of the Society of Zero Defects and the One-In-A-Thousand Club of General Electric�s Missile and Space Division.

Arnold Herbert Brogan was born in Mullens, WV to James B. Brogan and Alice N. Griffith and was the only son of 4 children. He married Dorothy Delaney of Boston, MA in 1943 and they had 3 children.
In addition to his parents, he was preceded in death by his wife in 2003 and by 2 of his sisters, Barbara and Margie.

Survivors include his son, John Brogan of Potomac, MD; his two daughters, Donna Snell of Okanogan, WA and Mary Ellen Urbanski of Eden, GA; his 3 grandsons, Thomas Urbanski, Dean Snell and Glen Snell, and 2 great-grandchildren. He is further survived by his sister, Katie, and other relatives and many friends.

As an expression of sympathy, the family suggests memorial contributions be made to one of the following charities which support our military members: Fisher House Foundation, Inc., 111 Rockville Pike, Suite 420, Rockville, MD 20850; Homes For Our Troops, 6 Main St., Taunton, MA 02780; and Disabled American Vets Charitable Service Trust, 3725 Alexandria Pike, Cold Spring, KY 41076.

The family wishes to thank all the staff at Wilburn Gardens Assisted Living Facility, Mary Washington Hospice, and Covenant Funeral Services for their help and support.

Services will be held graveside at Arlington National Cemetery on August 5, 2010 at 9 am.
